กสิกรไทยสนับสนุนทางการเงินรัฐวิสาหกิจไฟฟ้าลาว 3 พันล้าน
กสิกรไทยปล่อยกู้รัฐวิสาหกิจไฟฟ้าลาว 3,000 ล้านบาทพัฒนาระบบและขยายโครงข่ายไฟฟ้าสู่ชนบท รวมถึงการส่งออกไฟฟ้าไปยังประเทศใกล้เคียง เชื่อเป็นก้าวสำคัญในการขยายบทบาทปล่อยกู้เพื่อพัฒนาโครงสร้างระบบสาธารณูปโภคขั้นพื้นฐานให้ประเทศเพื่อนบ้านที่ต้องลงทุนต่อเนื่องอีกมาก
นายพัชร สมะลาภา รองกรรมการผู้จัดการอาวุโส ธนาคารกสิกรไทย เปิดเผยว่า ธนาคารกสิกรไทยเล็งเห็นโอกาสและศักยภาพของ สปป.ลาว ที่มีความต้องการพัฒนาระบบสาธารณูปโภคเพื่อรองรับการเติบโตของเศรษฐกิจของประเทศที่ขยายตัวอย่างรวดเร็วตลอดมา โดยเฉพาะอุตสาหกรรมพลังงาน ซึ่ง สปป.ลาว มีความโดดเด่นทั้งในฐานะผู้ผลิตและส่งออกกระแสไฟฟ้ารายสำคัญของอาเซียน ดังนั้นจึงจำเป็นต้องสร้างโครงสร้างพื้นฐานเพื่อรองรับการพัฒนาระบบไฟฟ้าของประเทศ ซึ่งที่ผ่านมาธนาคารกสิกรไทย ให้ความสนใจและเข้าไปมีบทบาทในการเป็นที่ปรึกษาทางการเงิน และสนับสนุนทางการเงินให้แก่โครงการผลิตไฟฟ้าใน สปป.ลาวอย่างต่อเนื่อง
ล่าสุด ธนาคารกสิกรไทย และธนาคารกสิกรไทยใน สปป.ลาว ได้ร่วมให้การสนับสนุนสินเชื่อให้แก่ รัฐวิสาหกิจไฟฟ้าลาว หรือ Electricite du Laos (EDL) เพื่อนำไปพัฒนาโครงสร้างพื้นฐานระบบไฟฟ้า อาทิ โครงการสายส่งสัญญาณไฟฟ้า และสถานีระบบไฟฟ้าใน สปป.ลาว รวมทั้งการขยายไฟฟ้าไปยังเขตชนบท โดยวงเงินกู้ร่วม (Syndicated Loan) จำนวน 85 ล้านดอลลาร์สหรัฐหรือประมาณ 3,000 ล้านบาท แบ่งเป็นของธนาคารกสิกรไทยจำนวน 77.5 ล้านดอลลาร์สหรัฐ และธนาคารกสิกรไทยใน สปป.ลาวจำนวน 7.5 ล้านดอลลาร์สหรัฐ มีระยะเวลากู้ 7 ปี
ท่านบุญอุ้ม ศรีวันเพ็ง ผู้อำนวยการใหญ่รัฐวิสาหกิจไฟฟ้าลาว เปิดเผยว่า ความร่วมมือกับธนาคารกสิกรไทยในครั้งนี้สอดคล้องกับวิสัยทัศน์ของรัฐวิสาหกิจไฟฟ้าลาว ที่ดำเนินนโยบายด้านการพัฒนาและบริหารพลังงานอย่างยั่งยืน เพื่อส่งเสริมการใช้พลังงานและเชื่อมต่อระบบไฟฟ้าในประเทศให้ทั่วถึงและครอบคลุม และเป็นมิตรต่อสิ่งแวดล้อม การสนับสนุนทางการเงินในครั้งนี้จะเป็นประโยชน์ทั้งต่อ สปป.ลาว และ ประเทศไทยในแง่ของความมั่นคงทางพลังงาน การลงทุนระหว่างประเทศ และความสัมพันธ์อันแน่นแฟ้นระหว่างกัน
นายพัชร กล่าวเพิ่มเติมว่า ธนาคารมีความยินดีที่ได้ร่วมเป็นส่วนหนึ่งที่ผลักดันให้รัฐวิสาหกิจไฟฟ้าลาวเป็นบริษัทชั้นนำระดับสากล และเติบโตอย่างยั่งยืนต่อไป และยังเชื่อมั่นในศักยภาพ ประสบการณ์ และความเป็นมืออาชีพของผู้บริหาร และพนักงานของรัฐวิสาหกิจไฟฟ้าลาว ในการบริหารจัดการโครงการต่างๆ ให้เป็นไปอย่างราบรื่นและประสบผลสำเร็จเป็นอย่างดี ซึ่งการให้สินเชื่อแก่รัฐวิสาหกิจไฟฟ้าลาว เป็นหนึ่งในยุทธศาสตร์ของธนาคารที่จะเข้าไปมีส่วนร่วมในการให้พัฒนาเศรษฐกิจของประเทศเพื่อนบ้าน นอกเหนือจากการสนับสนุนนักธุรกิจไทยที่เข้าไปลงทุนและทำธุรกิจ
Electricite du Laos (EDL) เป็นรัฐวิสาหกิจของรัฐบาลสปป.ลาวภายใต้การดูแลของกระทรวงพลังงานและเหมืองแร่ ดำเนินการมากว่า 57 ปี ถือหุ้นโดยกระทรวงการเงินลาว 100% ดำเนินธุรกิจเกี่ยวกับการผลิตและจำหน่ายไฟฟ้า โดยเป็นเจ้าของและบริหารสินทรัพย์ที่เกี่ยวข้องกับการผลิตไฟฟ้า สายส่งไฟฟ้า และการจ่ายไฟฟ้าไปยังผู้บริโภค รวมถึง ดูแลการนำเข้าและส่งออกไฟฟ้าของ สปป.ลาวทั้งหมด นอกจากนี้ EDL ยังทำหน้าที่ในการส่งเสริมพัฒนา เศรษฐกิจและสังคมของชาติ ด้วยการตอบสนองพลังงานไฟฟ้าให้ทั่วถึง เพียงพอด้วยต้นทุนที่สมเหตุสมผล เพื่อสนับสนุนการพัฒนาการพัฒนา เศรษฐกิจและสังคมของประเทศลาว พัฒนาแหล่งผลิตไฟฟ้าโดยคำนึงถึงสภาพแวดล้อม และสังคมเป็นสำคัญ
KBank offers 3-billion-Baht loan facility to Lao power state enterprise
KASIKORNBANK extended a total 3-billion-Baht syndicated loan to the power state enterprise of Lao PDR to finance its electricity network enhancement and expansion into the country’s rural areas, as well as power exports to adjacent countries. The move marks KBank’s growing role in public utility development of our neighboring countries, where there is vast room for further improvement.
Mr. Patchara Samalapa, KBank Senior Executive Vice President, said KBank is aware of the economic opportunity and potential of Lao PDR, where public utility development is needed to serve its rapid expansion. One area with potential is the electricity industry, in which the country stands out as one of ASEAN’s major producers and exporters. This makes the building of related infrastructure an important step towards the country’s power advancement. Amid these developments, KBank has played a crucial role in providing financial advisory service and facilities to many Lao power projects.
Recently, KBank and KASIKORNTHAI BANK Limited in Lao PDR jointly offered Electricite du Laos (EDL) a USD85-million syndicated loan, or some 3 billion Baht, of which USD77.5 million is granted by KBank and the remaining USD7.5 million by the Bank’s locally incorporated institution in Lao PDR. The seven-year loan facilities will be used to improve electricity system infrastructure, e.g. electrical transmission cable and substation projects, and to expand power grids into rural areas.
According to Mr. Boun Oum Syvanhpheng, EDL Managing Director, the cooperation with KBank is in line with the Lao state enterprise’s vision of sustainable power management that promotes extensive coverage of electricity utilization and connectivity in an eco-friendly manner. This financial support is truly of benefit for both Lao PDR and Thailand in terms of power security, international investment and strengthened mutual ties.
Mr. Patchara added that KBank is delighted to take part in the progression of Lao PDR’s power state enterprise into a leading international entity for its sustainable growth. Given the proficiency, experience and professionalism of the state enterprise’s management and staff, EDL’s project administration will be undertaken smoothly and successfully. This loan extension is part of KBank’s policy to participate in our neighboring countries’ economic development, together with the Bank’s support to Thai operators investing in Lao PDR.
As a state enterprise wholly-owned by the Ministry of Energy and Mines of Lao PDR, EDL has produced and distributed electricity for more than 57 years. It owns and manages assets related to power generation and transmission cables, electricity distribution to consumers, as well as the country’s power imports and exports. In operating its power business, EDL promotes the nation’s economic and social development by supplying sufficient power throughout the country at a reasonable cost, while placing great significance on environmental and social responsibility.
