EXIM BANK เป็นธนาคารไทยแห่งแรกที่พร้อมให้บริการทางการเงินสนับสนุนการค้ากับอิหร่าน สนองนโยบายรัฐบาลดันการค้าไทย-อิหร่านโต 10 เท่าภายใน 5 ปีข้างหน้า หลัง UN ยกเลิกคว่ำบาตร
นายมนัส แจ่มเวหา ประธานกรรมการ ธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย (EXIM BANK) แถลงข่าวแก่สื่อมวลชน ณ EXIM BANK สำนักงานใหญ่ เมื่อวันที่ 5 เมษายน 2559 ว่า EXIM BANK พร้อมสนับสนุนทางการเงินและธุรกรรมระหว่างประเทศเพื่อสนับสนุนการค้าไทย-อิหร่านตั้งแต่บัดนี้เป็นต้นไป ซึ่งนับเป็นธนาคารแห่งแรกในไทยที่จะเปิดให้บริการดังกล่าวอย่างเป็นทางการและถูกต้องตามกฎหมาย ภายหลังคณะมนตรีความมั่นคงแห่งสหประชาชาติ (United Nations : UN) มีมติยกเลิกมาตรการคว่ำบาตรต่ออิหร่านตั้งแต่วันที่ 18 มกราคม 2559 ที่ผ่านมา และต่อมา EXIM BANK ได้ร่วมเดินทางไปกับคณะรองนายกรัฐมนตรี (นายสมคิด จาตุศรีพิทักษ์) เยือนอิหร่านเมื่อเดือนกุมภาพันธ์ 2559 และรัฐบาลตั้งเป้าหมายเพิ่มมูลค่าการค้าไทย-อิหร่าน จากประมาณ 300 ล้านดอลลาร์สหรัฐในปี 2558 เป็น 3,000 ล้านดอลลาร์สหรัฐภายใน 5 ปีข้างหน้า EXIM BANK จึงได้ดำเนินการหารือกับสำนักงานป้องกันและปราบปรามการฟอกเงิน (ปปง.) และธนาคารแห่งประเทศไทย (ธปท.) เพื่อเปิดให้บริการทางการเงินในระบบธนาคารกับผู้ประกอบการไทยที่ค้าขายกับอิหร่านภายใต้กฎหมายไทยและคำแนะนำของคณะทำงานเฉพาะกิจเพื่อดำเนินมาตรการทางการเงินเกี่ยวกับการฟอกเงินหรือแฟทเอฟ (Financial Action Task Force) โดยไม่เป็นการสนับสนุนทางการเงินแก่การก่อการร้าย การฟอกเงิน และการแพร่ขยายอาวุธที่มีอานุภาพทำลายล้างสูงซึ่งจะเป็นภัยร้ายแรงต่อมนุษยชาติ
ประธานกรรมการ EXIM BANK เปิดเผยว่า นับเป็นบทบาทในเชิงรุกของ EXIM BANK ตามแนวนโยบายของภาครัฐที่ส่งเสริมการบุกตลาดใหม่ โดยอิหร่านเป็นตลาดสำคัญในตะวันออกกลางที่มีกำลังซื้อและความต้องการสินค้าจากไทย โดยเฉพาะสินค้าเกษตรและอาหาร ได้แก่ ข้าว ผลไม้กระป๋องและแปรรูป และยางพารา รวมทั้งเครื่องรับวิทยุโทรทัศน์ ไม้และผลิตภัณฑ์ไม้ เครื่องปรับอากาศ และเม็ดพลาสติก ซึ่งอิหร่านนำเข้าจากไทยมากเป็นลำดับต้นๆ นอกจากนี้ สินค้าไทยที่มีแนวโน้มขยายตัวดีในตลาดอิหร่านยังได้แก่ ชิ้นส่วนยานยนต์ เนื่องจากอิหร่านเป็นตลาดยานยนต์ที่ใหญ่ที่สุดในตะวันออกกลาง และอุตสาหกรรมยานยนต์เป็นอุตสาหกรรมขนาดใหญ่อันดับ 2 ของประเทศ รองจากอุตสาหกรรมน้ำมัน ขณะที่สินค้าสำคัญที่ไทยนำเข้าจากอิหร่าน ได้แก่ เคมีภัณฑ์ สัตว์น้ำสดแช่เย็นแช่แข็ง แปรรูปและกึ่งแปรรูป พืชและผลิตภัณฑ์จากพืช เป็นต้น
ทั้งนี้ อิหร่านเป็นตลาดที่มีศักยภาพด้วยจำนวนประชากรกว่า 78 ล้านคน มากเป็นอันดับ 17 ของโลก รายได้เฉลี่ยต่อคนต่อปีอยู่ที่ 6,063 ดอลลาร์สหรัฐ มูลค่าผลิตภัณฑ์มวลรวมภายในประเทศ (GDP) อยู่ที่ 415,000 ล้านดอลลาร์สหรัฐ คิดเป็นอันดับที่ 29 ของโลก การค้าไทย-อิหร่านในปี 2558 มีมูลค่า 309.49 ล้านดอลลาร์สหรัฐ โดยไทยส่งออก 217.45 ล้านดอลลาร์สหรัฐ และนำเข้า 92.04 ล้านดอลลาร์สหรัฐ
“EXIM BANK จะพัฒนาธุรกิจและบริการอย่างต่อเนื่อง เพื่อทำหน้าที่สถาบันการเงินเฉพาะกิจของรัฐที่สามารถเติมเต็มช่องว่างทางการเงินในระบบได้มากขึ้น นำมาซึ่งรายได้ที่เป็นเงินตราต่างประเทศของไทย และโอกาสขยายธุรกิจของภาคเอกชนไทยในตลาดโลกในระยะยาว” นายมนัสกล่าว
EXIM Thailand to Become the First Thai Bank to Finance Trade with Iran
After Lifting of UN Sanctions in Support of Government Policy to Drive 10-fold Growth in Thai-Iranian Trade in 5 Years
Mr. Manas Jamveha, Chairman of Export-Import Bank of Thailand (EXIM Thailand), told a press conference on April 5, 2016 at EXIM Thailand’s Head Office that the Bank was ready to render financial facilities and transaction services to promote Thai-Iranian trade. In this regard, EXIM Thailand will be the first Thai bank to officially and legitimately provide banking services following the UN Security Council’s removal of sanctions on this country since January 18, 2016. EXIM Thailand team joined Thailand mission led by Deputy Prime Minister Mr. Somkid Jatusripitak in an official visit to Iran in February 2016. The Thai government has targeted to boost Thai-Iranian trade value from around USD 300 million in 2015 to USD 3,000 million within 5 years. EXIM Thailand has accordingly discussed with the Anti-Money Laundering Office (AMLO) and the Bank of Thailand (BOT) to offer banking facilities and services to Thai entrepreneurs trading with Iranian business entities under Thai law and with recommendations by the Financial Action Task Force to ensure the business dealings to be entered will not come out in a way that would support terrorism financing, money laundering, and development of weapons of mass destruction.
EXIM Thailand’s Chairman said this move would represent the Bank’s proactive role in line with the government policy to promote exploring and penetrating new markets. Iran is a major market in the Middle East with high purchasing power and demand for Thai goods, especially farm produce and foods, e.g. rice, canned and processed fruits, and rubber, as well as radio and television sets, wood and wood products, air-conditioners, and plastic resins, of which Thailand is among Iran’s top importers list. Other products with growth prospects in Iranian market also include automobile parts as Iran is the largest automobile market in the Middle East and auto industry is Iran’s second largest industry following petroleum industry. Meanwhile, Thailand’s imports from Iran include chemicals, frozen, processed and semi-processed marine lives, plants and foods from plants, etc.
Iran is a high potential market with a population of more than 78 million, ranking the 17th of world population, with per capita income of USD 6,063 and GDP of USD 415 billion, ranking the 29th of world GDP. Thai-Iranian trade value in 2015 was USD 309.49 million, with Thai exports of USD 217.45 million and imports of 92.04 million.
“Looking forward, EXIM Thailand will continue in earnest to develop our business and services. As a government’s special purpose financial institution, our mission is to fill in financial gaps in the banking system, and bring into the country more foreign exchange earnings, alongside opening up opportunities for Thai private entities with global market aspirations,” said Mr. Manas.
